The Tweed-New Haven (HVN) Airport Master Plan Update (MPU) provided a roadmap for creating the facilities needed to capitalize on the vastly underserved Southern Connecticut air service market. The airport is located in a densely populated area and has extensive environmental constraints.

COVID-19 recovery - Prior to the MPU, airlines had expressed a strong desire to serve HVN, but were unable to do so because of the undersized terminal and insufficient runway length. A market analysis and aviation forecasts were prepared. These found that sizable growth could occur at HVN if the terminal and runway constraints were addressed. FAA was reviewing the proposed forecasts at the onset of the COVID-19 pandemic. As a result, MJ re-evaluated the original forecasts and revised them to reflect anticipated air travel recovery from pandemic, finding that the growth would still occur, but be delayed.

Public Outreach - HVN physically lies within two municipalities and has a long history with residential neighbors. An extensive public outreach program was developed that included a project website, two advisory committees, and multiple public meetings. Meetings were converted to virtual format as a result of the COVID-19 pandemic.

New Facilities - The MPU recommended plan carefully considered the multitude of environmental constraints, recommending construction of a new 55,000 sf terminal and a 1,035 foot runway extension. Shortly after completion of the Master Plan, a Avelo announced establishment of a new east coast base for the airline at HVN, validating the findings of the MPU.
