NYSDOT was seeking to retain a firm to provide final design services for this highway and bridge project in Broome County. This project provided for the addition of two flyover ramps for the NYS 17/I-81 Interchange; reconfiguration of Exit 4 at NYS Route 7 and replacement of the NYS 17/I-81 viaduct over NYS 7.
This project included preliminary design, final design and the development of an environmental assessment for the multi-phased reconstruction of the NYS 17 (I-86)/I-81 Interchange, which will alleviate the structural, operational and safety deficiencies of the Interchange. The preliminary design included the preparation of a Design Report/Environmental Assessment and implementation of a public outreach program that utilized a steering committee, public informational and neighborhood meetings, and a public hearing to gain public support.
The preliminary design also included the development of 3D video traffic simulations, photo simulations, an extensive capacity analysis, evaluation of roundabouts at signalized intersections, evaluation of intelligent transportation systems, and environmental studies.
The Phase 1 project provided improvements to NY 17 (I-86) Eastbound and Westbound that eliminated the safety and operational deficiencies to allow for designation as I-86. The project also included replacement of the bridges carrying NYS 17 (I-86) and I-81 over the Chenango River. The Phase I Reconstruction project included highway design, bridge design for seven replacement bridges and one new bridge, pavement evaluation and treatment selection, retaining walls, noise walls, intelligent transportation systems, lighting, drainage, stormwater management, pavement markings, signage, and landscaping.
Phase 2 improvements included 2 new flyover bridges over the Chenango River, replacement of 4 bridges over NY 7 and the rail yard, reconstruction of Interchange 4, reconstruction and widening of US Route 11 and NY Route 7, high mast lighting, retaining walls, noise walls, intelligent transportation systems, drainage, stormwater management, pavement markings, signing and landscaping.
