Challenge: Greenville-Spartanburg International Airport (GSP) has witnessed significant growth and changes in demand from all facets of the aviation industry including: commercial air service, scheduled air cargo activity, GA operators and services, and non-aeronautical development. This unprecedented demand has strained existing facilities and continues to pressure the airport to keep pace with the growing demand for new facilities. Responding effectively and efficiently to changes across such a broad spectrum, without either overbuilding or underbuilding, requires a dynamic and flexible master plan that can identify needed facilities quickly as conditions and/or demands change. This can only be accomplished by using a living airport development and management tool.
Solution: To meet the airport's numerous challenges presented above, the GSP District desired an innovative and flexible master plan that can be readily revised based on changing demand, evaluate impacts of various scenarios, and serve as a "living" management decision-making tool capable of adapting to changing needs well into the future. The dynamic master plan project includes scenario-based planning analyses and an innovative dynamic planning approach that provides quick feedback regarding possible "what if" scenarios and resultant impacts that are directly linked to facility requirements and development alternatives, as well as the GSP's financial model and GIS ALP. With this Plan, GSP staff are able to analyze new and upcoming opportunities and planning challenges proactively before they "go live" rather than undergoing time-consuming and costly planning efforts in a reactionary manner.

This Dynamic Master Plan focused on landside access, circulation and auto parking facilities, future commercial terminal expansion, significant air cargo facility development and operations, enhanced land development and obstruction planning, and consolidation of previous planning efforts into a single electronic source for planning, development and GIS information. The plan incorporates adjustable forecasts, scenario-based planning, planning activity levels with specific trigger points and automatically updated facility needs, and enhanced land development using highest or best use principles.

The final product links updatable forecast and market-driven development variables to a dynamic and interactive financial plan, CIP and e-ALP/AGIS based ALP mapping data, making the final dynamic deliverables infinitely more useful to both the FAA and the airport. This Plan provides the ability to evaluate a multitude of possible scenarios and make decisions based on real and current data and opportunities, greatly enhancing the traditional development planning capabilities of airport management and promoting a successful strategic business approach to airport operations and development.
